seen that one before.

No engineering certification is needed if all the aspects of the car
are soley designed,in ones own workshop and each of the cars fittings
are custom made entirely from ones self.
If the car is to carry a speed measure device,the item,the must be
constructed through trail.
The measurments on a speed measure device can be anything
that notes the cars tailshaft speed compared to engine revolutions

To fit an already in production part to a vehicle first the part
must be contructed through trail and a fully working model
being used.
Then the fitment of already produced part.

There is one exception the block or cylinder housing
one can pour a block however it is noted that design
will already be held even if it not yet.
A block can be purchased however a crankshaft
will be required,which is not part of the block
If a crank shaft is purchased,for the block.
it must be matched to the block with
a person present,it can be a friend.
All other engine parts must be contructed soley
from metal.
If an alloy is used in contruction then 4 units
of the complete item including its full intended purpose.
an engine is part of a vehicle
If the engine is built for stationary purposes,it must
be fitted to a chassis and cannot be removed
for 50 years.

If the owner contructed those wheels and poured the mould then fitted
them to a chassis then the vehicle is considered full road worthy,
however the wheel must be of its own unique design and not contructed
of material already in use.

The wheel was not intended to be produced.
