Horizontal Edges Are 'Stepped'...Not 'Smooth'

When I watch some of my dvd's which are in lettebox format, I notice
that the first line of the picture (top line) and the last line (bottom
line) are 'stepped' in the centre.

It's like, as the first line of picture is beginning from the left hand
edge, it is being scanned from left to right, and then when it gets to
the centre of the screen, it 'drops down' one line and continues being
scanned to the right hand edge of the screen.

There is a noticeable step.

Also at the bottom of the picture, the last line shows the same
'defect'.

One of the movies which does this for example, is Toy Story.

Tonight it was being shown on TV and I noticed that the broadcast didn't
have this problem.

I've searched to find some info, but can't find anything.

Anyone know a way to get around this ?

Far as I know this is normal and not a 'defect'.

You can't get around this.
In an interlaced video there is a half line at the end of the first
field and at the start of the second field to give an odd number
of total lines. (either 525 0r 625)
this is normally hidden at the masked section at the top and
bottom of the displayed picture on a CRT.
