Who says we have an "increasing" problem?
Having police patrol the roads like they used to would be a good start,
police on the beat or out patrolling are almost non existent in most
parts of Australia.

You're missing the point - as usual:-)
The fact that people are out there committing the crime is the problem.
The fact that police are universally involved AFTER the fact is the
problem.
The fact that the useless turds in GovCo and the people themselves are
useless turds who as PARENTS can't drag up an honest citizen to ****en
save themselves, is the problem.
The fact that society is soo morally ****ed as to require vigilante
activity, is the problem.
I 'could' and probably should go on and on and ****en on about this
stuff, but I'd hate to bore you with detail.
But -here's a hint.
When some arsehole giggles and admits to thieving chocolates from the
corner shop when they were younger.
Do you:
a) Giggle and admit you did it too?
b)Ask them why they did it?
c) Walk away instead of smashing their head in then and there?
d) Say nothing and just remember to neva eva trust that arsehole in any
way whatsoever with anything.

past from 20 years of observation.
Might not be Australia wide, but in WA hooning is a real problem IMO.

That's the clincher, since most hoons are fairly basic units and probably
still have the tyres on the car as evidence there is a good chance that they
will dob themselves in.

Is that in raw numbers, per vehicle km travelled, or per head of
population?
The outright number of drivers has increased. The percentage of hoons
has probably actually declined on average over the past 50+ years because
a lot of city people now believe the social engineering that has been
going on, such as the outright demonisation of exceeding the speed limit.
People who once were hoons are now actively complaining about the hoons,
and I tend to wonder if some of that is jealousy.

Possible, however they likely grew out of it. These days I don't do
some of the stuff I used to. 1980s was a good time - could do
virtually
anything you wanted :-)
That said, I don't really care about hoons as long as they don't do
it outside my window while I'm sleeping, or otherwise crash into me
or others. If they are going to kill themselves, that is thier
decision,
just don't take out other people or their property.
